[hcs-d] Government wiretapping

Seems like a cop-out to me.  If the government wants to wiretap, they should
be required to break service providers' crypto.  Banning services that don't
let you wiretap them sounds like BB/Saudi Arabia

Not that I'm the only one making that connection
